Keralam: ECI begins Special Summary Revision to enrol those left off electoral rolls after SIR
The annual SSR, which usually begins on 1 October, started on 15 October this year. The exercise comes amid allegations of irregularities in the Special Intensive Revision and the deletion of eligible voters.
Synopsis: The Election Commission of India has launched a Special Summary Revision of electoral rolls in Keralam to enrol eligible voters left off the rolls during the Special Intensive Revision. The SIR reduced the State’s electorate from 2.78 crore to 2.69 crore, amid allegations of irregularities and the deletion of eligible voters.
The Election Commission of India (ECI) has launched a Special Summary Revision (SSR) of electoral rolls in Keralam to enrol eligible voters left out during the Special Intensive Revision (SIR), including young and first-time voters. The final electoral roll will be published on 4 January 2027.
Keralam had 2.78 crore voters before the SIR. The draft SIR roll contained 2.54 crore names, a drop of 24.09 lakh. The final roll rose to 2.69 crore, but remained 8.97 lakh below the pre-SIR count. The latest ECI figures put the State’s electorate at 2.73 crore: 1.40 crore women, 1.33 crore men and 268 third-gender voters.
The annual SSR, which usually begins on 1 October, started on 15 October this year. The exercise comes amid allegations of irregularities in the SIR and the deletion of eligible voters. Chief Electoral Officer D Sajith Babu said village-level camps had been set up in more than 1,670 villages to help eligible voters enrol.
The draft SSR roll will be published on 12 November. Voters can file objections until 11 December, and the ECI has set 28 December as the deadline to resolve all cases. Political parties will receive both hard and soft copies of the draft roll to check entries through their booth-level agents. Complaints will be examined through hearings and house visits.
The revision covers four areas: rationalising polling booths, enrolling new voters, deleting ineligible entries and correcting voter details.
The ECI has set 2 November as the deadline for reorganising polling booths. Political parties have sought an extension, arguing that the exercise should take place after the final SSR roll is published.
Eligible citizens, including those who turn 18 on 1 January 2027, can apply for inclusion using Form 6. Those whose names were deleted during the SIR can also apply again.
Form 7 can be used to seek the deletion of names of deceased voters, people who have surrendered Indian citizenship and duplicate entries identified through the ECI’s Demographically Similar Entries (DSE) system.
Form 8 is for changes of address and other corrections. Members of the same household whose names appear under different polling booths can also use it to request allocation to a common booth.
