High Court directs hybrid hearings on Kerala Renewable Energy Regulations

The Kerala High Court on Monday, 28 July, directed the Kerala State Electricity Regulatory Commission to conduct hybrid public hearings — both online and offline — on the revision of Renewable Energy Regulations.

A Division Bench of Chief Justice Nitin Jamdar and Justice Basant Balaji emphasised that physical hearings should be held at Kozhikode, Palakkad, Ernakulam, and Thiruvananthapuram, allowing the Commission to decide on the exact venues and timings.

The directive came while hearing a PIL by the Domestic On-Grid Solar Power Prosumers Forum Kerala, which objected to the complete removal of physical hearings. The court also instructed the Commission to frame and notify a clear procedure for the hearings in advance.

Noting past law and order concerns during physical hearings, the court permitted the Commission to seek police support, directing the State Police Chief and City Police Commissioners to ensure necessary assistance for maintaining order during these sessions.
