The state government has released the draft of a tripartite agreement for the implementation of the Wayanad Model Township Project, aimed at rehabilitating families affected by the devastating landslides in Meppadi on 30 July 2024.
The agreement will be executed between the Disaster Management Department (DMD) of Kerala, KIIFCON Private Limited — the Project Management Consultant (PMC) and representative of the government — and Uralungal Labour Contract Cooperative Society (ULCCS), which has been entrusted as the Engineering, Procurement, and Construction (EPC) contractor for the project.
The township project, being developed under the EPC mode, was sanctioned following the tragic incident in Meppadi Grama Panchayat, where several families were displaced due to landslides triggered by heavy rains.
The state Cabinet had given its approval for the agreement in its meeting held on 10 July.
As per the draft, the Disaster Management Department will establish a Project Implementation Unit (PIU) responsible for the overall implementation, coordination, and financial oversight of the project.
The department will also ensure an uninterrupted flow of funds through allocations from the Government of Kerala, the Government of India, the Chief Minister’s Disaster Relief Fund, or sponsorships, including Corporate Social Responsibility (CSR) contributions.
The agreement stipulates that all parties involved shall participate in meetings convened by the Re-build Kerala Committee, chaired by the Chief Minister, and the Coordination Committee, chaired by the Chief Secretary, and adhere to their directives.
