Synopsis: The Justice Nagmohan Das committee report on internal reservation for SC was presented to the Karnataka Cabinet. Chief Minister Siddaramaiah convened a special Cabinet Meeting on 16 August to discuss the report.
The much-awaited Justice Nagmohan Das committee report on internal reservation for Scheduled Castes (SCs) was presented to the Karnataka Cabinet at its meeting on Thursday, 7 August.
Following that, Chief Minister Siddaramaiah convened a special Cabinet Meeting on 16 August to discuss the report. On Thursday, copies of the report were circulated to all the ministers.
Speaking to reporters after the Cabinet meeting, Law and Parliamentary Affairs Minister HK Patil said, “In today’s meeting, the cabinet received the report of the Justice Nagamohan Das Commission. The chief minister has asked all Ministers to read the report and come up with their opinions for the 16 August meeting, specially convened to discuss the report. After that, a decision will be made.”
The Commission recommended quotas for each group within the overall 17 percent quota for SCs based on their respective populations.
Another recommendation of the Commission includes granting relaxation to candidates who have exceeded the age limit under the government circular dated 28 October 2024, until the date of the restart of the recruitment process. It has called for the government to issue an appropriate order in this regard.
It also recommends that the remaining vacancies for one category be filled as per the Carry Forward rule. It suggested that when suitable candidates are not available, such vacancies should be transferred to another category of the Scheduled Caste. The Commission suggested that the government make appropriate amendments to the recruitment rules in this regard.
It also asked the government to allow some castes to change their caste names since they are facing ridicule.
Further, the commission recommended that the government take steps to include the names of some Scheduled Castes in Karnataka whose names are absent from the reservation categories.
Some of the Scheduled Castes in Karnataka — such as Manna, Kembatti, Mera, Madiga Dasari, etc. — avail reservation by obtaining caste certificates as Adi Andhra, Adi Karnataka and Adi Dravida. Even though some of them know their original caste, they are not included in the Scheduled Castes list.
In the survey conducted by the Commission, lakhs of people revealed their original caste names along with the names Adi Andhra, Adi Dravida and Adi Karnataka. The commission said the government should take steps to issue caste certificates to them with the original caste name.
