Property registration, GPA, JDA rates hiked in Karnataka; added burden for buyers

BJP's BY Vijayendra has called for the immediate withdrawal of this imposition of registration fees or be prepared to face public outrage.

Synopsis: Fees for Joint Development Agreements (JDAs) and General Power of Attorney (GPAs) linked to JDAs, has also increased to 2 percent. This could have an impact for the real estate market at least in the near future.

The Karnataka government has increased property registration fees from 1 percent to 2 percent, which will come into effect from 31 August.

According to the Department of Stamps and Registrations, they have not been able to meet their revenue targets for two consecutive years. The amount collected was only ₹22,500 crore against a target of ₹26,000 crore in 2024-25.

Similarly, this year too has been dry for them with collections falling short by 35 percent against the proportional target of ₹28,000 crore in the first quarter.

Under the old calculations, the total levy for property transactions was 6.6 percent. This was 5 percent for stamp duty, 1 percent registration fee, 0.5 percent cess and 0.1 percent surcharge. Now with the bump in registration fees, the total levy for property transactions will be 7.6 percent.

Arun, a local builder in the city speaking to the South First says that registration is paid by the end customers and not the builders who are already burdened and this is an added cost now. But will have a major impact, he says not at all.

“Take for example gold prices, people are still buying regardless of the hike. Likewise, people will continue to invest in the real estate.”

Koshy Varghese of VDB Property Ventures Pvt Ltd told South First this will affect all concerned and with talks of guidance values being increased soon, it will 100 percent be a double whammy soon.

“1 percent is not the major part, but it’s the stamp duty that’s making the difference. 1 percent of 1 crore is 1 lakh. You can turn around and say what is 1 lakh for a person spending 1 crore. Very often it is not the large amounts that create the problems, it is the smaller amounts. If you take a housing loan, you do not get registration as part of it, instead you pay from your pocket. So, this will definitely pinch.”

Opposition breathes fire

Politically, the opposition BJP has targeted the government.

On X, R Ashoka, Leader of Opposition in the state Assembly said, “When Rahul Gandhi, CM Siddaramaiah and DCM DK Shivakumar speak about their so-called Karnataka Model, this is what it really means – looting Kannadigas at every step. After hiking prices of water, milk, power, petrol, diesel, bus fare, metro fare, property tax, stamp duty and every essential service, now they have targeted home buyers and the real estate sector by doubling registration fees.”

He added that, “This is the real Guarantee of Congress – Looting Kannadigas Guarantee! This is the real Karnataka Model – Tax, Squeeze, Exploit! People of Karnataka are watching and will give a befitting reply to this ATM Sarkara.”


Similarly, BY Vijayendra, BJP State President says, “Price hikes and corruption have become the daily guarantee of the Karnataka Congress government.”

“The fear of “what price will have gone up if I go to bed at night and wake up in the morning” has taken root among the common people of the state. Having reached a situation where it is impossible to balance the state’s financial condition and experiencing a state of bankruptcy, the state government has decided that deploying the weapon of price hikes is the only path left for it, thereby continuing to torment people’s lives,” he says.

He further added that the government which had already shattered the dreams of people owning homes by disproportionately increasing stamp duty, has now resorted to outright registration robbery by raising the registration fee, and he strongly condemned this action of the government.

“In the history of Karnataka, the people of the state have never seen a government as oppressive as the current Congress dispensation. By giving false promises and failing to deliver on schemes, it has emptied the state’s treasury and is continuing the practice of pushing the people into distress by daily increasing one or another rate.”

He has called for the immediate withdrawal of this imposition of registration fees or be prepared to face public outrage.
