Synopsis: The Karnataka government’s rollout of the Permanent Residence Certificate (PRC) has caused confusion in Bengaluru, with several Bengaluru One centres saying they have not received instructions to issue the document, while applicants reported being turned away despite the centres being listed on the Nadakacheri portal. Revenue Department officials said PRCs are issued only through the Nadakacheri platform and that the rollout has been smooth.
The Karnataka government’s rollout of the Permanent Residence Certificate (PRC) has run into confusion in Bengaluru, with staff at several Bengaluru One centres saying they have not received instructions to issue the document.
The Nadakacheri portal, the Karnataka government’s single-window platform for delivering citizen services, lists Bengaluru One among the centres where the certificate can be obtained. Comprehensive guidelines notified on 29 June also specify that Existing Atal Jana Snehi Kendras (Nadakacheris), Bengaluru One, Karnataka One, Grama One, Common Service Centres and other authorised centres will process PRC applications.
South First, however, found that Bengaluru One centres in JP Nagar, Jayanagar and Uttarahalli in south Bengaluru were not issuing PRC certificates.
“We have not received any orders to issue them and we do not do it,” said Manjula M, an employee at the JP Nagar Bengaluru One centre.
Applicants said they were asked to approach other channels despite the Nadakacheri portal identifying Bengaluru One centres for PRC-related services.
“I went to the JP Nagar Bengaluru One centre, but the staff told me they had not received any instructions to issue PRCs. They asked me to produce additional residence documents and directed me elsewhere,” said Pavan Deshpande, an applicant.
Kavitha S, Grade-II Tahsildar, told South First that PRCs are issued through the Nadakacheri platform and not at Bengaluru One centres.
“We do not issue PRCs at Bengaluru One centres. It is done through the Nadakacheri website, and the rollout has been regular with only minor complaints,” she said.

The Revenue Department began issuing the Permanent Residence Certificate on 17 July amid the Election Commission of India’s ongoing Special Intensive Revision (SIR) of electoral rolls. The exercise is scheduled to continue until 8 August, and the PRC is among the 11 documents accepted by the Election Commission for the revision process.
The certificate verifies a person’s permanent or ordinary residence in Karnataka. The state government has clarified that it is neither a citizenship certificate nor a domicile certificate and does not confer reservation benefits or any other legal entitlement.
Applicants are eligible if they are permanent residents of Karnataka or have ordinarily resided in the state for at least six years.
Those married to a permanent resident of Karnataka or who own property in the state are also eligible. Applicants must not already possess a similar permanent residence certificate issued by another state.
