Karnataka Proposes Bill to Ban Online Betting and Gambling; Regulatory Authority to Be Set Up(Wikimedia Commons)
The Karnataka government has proposed an amendment to the Karnataka Police Act, 1963, to ban online betting and gambling in the upcoming legislature session. The Bill aims to curb “games of chance”—activities where outcomes are predominantly determined by luck—conducted via digital platforms. However, “games of skill” involving knowledge, training, or expertise will be exempt, subject to regulation and licensing by the state.
A Karnataka Online Gaming and Betting Regulatory Authority will be established to distinguish between games of skill and chance, issue licences, monitor platforms, investigate violations, and run public awareness campaigns. The Authority will comprise a chairperson and three experts in IT, finance, and social welfare.
Unregistered platforms and illegal betting operators face up to three years in jail and a ₹1 lakh fine. Promoters and advertisers of such activities will be fined up to ₹10,000 and face six months’ imprisonment. Police and Cyber Crime Branch will be empowered to act against violators.
Financial institutions and digital platforms must prevent and report illegal transactions. All licensed operators must keep detailed financial records for five years and comply with AML and CTF norms. Whistleblowers will receive protection and potential rewards for credible information.
