Synopsis: Chief Minister DK Shivakumar, former Chief Minister Siddaramaiah and KPCC president BK Hariprasad travelled to New Delhi to hold consultations with the Congress high command. The meeting is expected to finalise the list of ministers and portfolio allocations before the expansion is formally announced, PTI reported.
The long-pending Karnataka Cabinet expansion is expected to be finalised after Congress leaders meet the party high command in New Delhi on Tuesday, 21 July, news agency PTI reported.
Speaking to reporters, Deputy Chief Minister G. Parameshwara said the expansion would happen “immediately” if the Congress high command gives its approval after Tuesday’s discussions, while it is learnt that discussions are underway to schedule the swearing-in ceremony for Wednesday, 22 July, at 2 pm.
“The name is clear, but they will inform the Governor after considering the appropriate time,” Parameshwara said, adding that the list of ministers has already been finalised and that the leadership is discussing parameters such as giving greater representation to younger leaders.
Meanwhile, on the Permanent Residence Certificate (PRC) controversy, Parameshwara defended the state government’s decision, saying the certificates are being issued to facilitate the Special Intensive Revi (SIR) of electoral rolls and help elgibile reisdents who may not posses all the required documents for the SIR.

According to PTI, a senior AICC functionary said Cabinet appointments would be based on regional balance, social representation and performance rather than pressure from community groups or supporters.
Shivakumar took over as chief minister on 3 June after Siddaramaiah’s resignation, but the cabinet has since been running well under capacity with just 14 members, including Deputy CM G. Parameshwara, Home Minister Priyank Kharge, and Urban Development Minister Yathindra Siddaramaiah (Siddaramaiah’s son).
The Congress high command had already warned MLAs, seers, and community leaders against lobbying for berths.
