Karnataka cabinet approves Startup Policy 2025-2030

Synopsis: The policy aims to establish 25,000 startups over the next five years, out of which up to 10,000 startups will be located in clusters beyond Bengaluru. It plans to do this through funding from Beyond Bengaluru Cluster Seed Fund.

Karnataka cabinet on Thursday, 6 November, approved the new Karnataka Startup Policy 2025-2030.

The policy aims to establish 25,000 startups over the next five years, out of which up to 10,000 startups will be located in clusters beyond Bengaluru. It plans to do this through funding from Beyond Bengaluru Cluster Seed Fund.

The policy will cost ₹518.27 crore in a span of five years.

“It will support early-stage startups by providing critical seed capital, mentorship, and access to investor networks and helps in bridging urban-rural innovation, encourages local entrepreneurship, and nurturing region-specific solutions,” the policy document said.

The government also intends to establish a Fund of Funds totalling ₹500 crore to support startups developing innovative solutions with longer gestation periods.

“This initiative aims to provide sustained financial support to startups working on innovations, scientific research and high-impact projects. The primary aim of this Fund of Funds will be to support startups from Beyond Bengaluru emerging clusters towards innovation and ecosystem development,” the document read.

Another initiative is “Elevate NxT” , that aims to support startups across the state focusing on Deep Tech in key sectors such as, but not limited to Al, Biotechnology, Quantum Computing, Advanced Materials, Climate tech, Space tech, etc.

The document said that a significant amount has been allocated over the next five years to support call for applications, ensuring at least one call per year.
