In the dinner meeting: CM Siddaramaiah asks ministers to be prepared, hints at cabinet reshuffle

The chief minister is said to have reviewed the performance of ministers and their concerned departments during one-on-one meetings.

Synopsis: Karnataka Chief Minister Siddaramaiah reportedly asked ministers to be prepared for changes in the Cabinet in December, subject to the high command’s decision. There are also speculations regarding a chief minister change in the state.

Even though all talks regarding a “November revolution” in Karnataka have been dismissed as rumours, at a cabinet colleagues’ dinner at Chief Minister Siddaramaiah’s residence on Monday, 13 October, ministers have been instructed to prepare for a possible reshuffle.

The chief minister reportedly asked ministers to be prepared for changes in the Cabinet in December, subject to the high command’s decision, according to sources. 

Siddaramaiah, who took charge in May 2023, will complete half of his term in November. Over the last few weeks, speculation has been rife over a cabinet reshuffle along with a change of guard in the government later this year, to the tune of a “power-sharing agreement” between Siddaramaiah and Deputy Chief Minister DK Shivakumar.

The ‘rotational chief minister’ arrangement

According to this so-called ‘rotational chief minister’ arrangement, Shivakumar is expected to take over as the chief minister midway through the government’s five-year term. Even within the Congress party, since June, MLAs have publicly expressed their inclination towards Shivakumar taking over the mantle.

However, the party, in an attempt to portray unity, issued notices to the concerned leaders for making such statements. 

Both Siddaramaiah and Shivakumar have publicly denied any such agreement, saying that they would ultimately abide by the decision of the high command. Even a couple of hours prior to the meeting, the chief minister dismissed rumours that the dinner meeting with cabinet colleagues was linked to a cabinet reshuffle.

“If any changes are to be made in the government, the opinions of seniors and legislators are very important. There must be consensus among legislators and the high command’s approval. There is no connection between cabinet restructuring and today’s program. No revolution will take place in the month of November,” he said while speaking to reporters.

What happened during the meeting 

The chief minister is said to have reviewed the performance of ministers and their concerned departments during one-on-one meetings on Monday.

While most leaders, including Shivakumar, attended the dinner, ministers Zameer Ahmed Khan, NS Boseraju, Satish Jarkiholi, Laxmi Hebbalkar, and Mankal Vaidya weren’t present at the meeting, and had obtained prior permission for the same.  

The chief minister reportedly also discussed banning RSS activities within government premises. A couple of days earlier, Karnataka Minister for Electronics, IT/BT and Rural Development & Panchayat Raj, Priyank Kharge, called for a ban on the organisation’s activities on government properties, claiming that they indulge in sloganeering and instilling negativity in the minds of children and youngsters, which is against the Constitution.

Siddaramaiah urged his chief secretary to examine the Tamil Nadu model on the issue of restricting RSS activities on government properties.

Additionally, the chief minister also reviewed preparations for the upcoming Greater Bengaluru Authority, Zilla Panchayat, and Taluk Panchayat elections.

The upcoming Bihar Assembly elections were also discussed. Siddaramaiah further instructed ministers to issue firm responses to criticism from the Opposition and step up efforts to defend the government’s stance.
