Synopsis: Congress MLC B.S. Shivanna has written to Prime Minister Narendra Modi seeking a ‘One Nation, One Education’ policy to ensure equal access to quality education. He called for nationalising education, bringing private institutions under government control, and replacing multiple curricula with a uniform system while preserving regional languages.
Congress MLC B.S Shivanna has called for the “nationalisation” of education for the benefit of the poor and the working class. The Congress leader sought a ‘One Nation, One Education’ framework similar to Aadhaar and ‘One Nation, One Ration Card’ initiatives.
In a letter to Prime Minister Narendra Modi dated September 26, Shivanna sought private educational institutions to be brought under government control and a uniform framework to be introduced instead of the existing system comprising multiple curricula such as the Central Board of Secondary Education (CBSE), Indian Certificate of Secondary Education (ICSE) and State Boards.
He also called for a complete waiver of education loans for the children of farmers and labourers. The Congress leader also demanded the effective implementation of the Central Sector Interest Subsidy Scheme (CSIS), citing a ruling of the Karnataka High Court.

In his letter, Shivanna referred to former Prime Minister Indira Gandhi’s nationalisation of commercial banks and sought a similar policy for the education system.
“In the past, former Prime Minister Late Smt. Indira Gandhi nationalised banks through a single decision, providing monumental support to the poor and working class. In the same vein, the current Central Government should display strong political willpower to completely nationalise education and bring all private educational institutions under government control,” the letter said.
He sought to bring in a uniform nationwide framework for the education system from LKG/UKG and Class 1 to SSLC Education.
“Just as Aadhaar Card and “One Nation, One Ration Card” have been successfully implemented across the country, implementing a uniform education system is the need of the hour. The current system of multiple curricula—such as State Board, CBSE, ICSE, and Kendriya Vidyalayas—should be abolished and replaced with a single, uniform educational framework applied nationwide. While giving due place to regional languages, the Government must formulate a policy providing free, equal, and quality education at every stage, from LKG/UKG and Class 1 to SSLC Education,” Shivanna said.

He argued that establishing such a uniform framework would democratise education while stressing that discrimination in the education provided to children goes against the spirit of a civilised society.
“Nationalising education will uphold our constitutional values, ensuring that whether it is the child of an IAS or IPS officer, a Minister, an MP, or the child of a farmer, daily wage labourer, puncture repairer, or cobbler—every child receives the exact same quality of free and equal education,” he said.
