Caste survey row: Public anger, CCTV evidence lead to suspension of three BBMP officials

Residents complained that the officers pasted caste survey stickers on homes without recording any background information and reacted rudely when questioned.

Synopsis: Three Bruhat BBMP officials have been suspended after allegations that they arbitrarily affixed stickers to homes, during a door-to-door caste enumeration exercise to identify SC households, without consent or proper verification.

Three Bruhat Bengaluru Mahanagara Palike (BBMP) officials have been suspended after allegations that they arbitrarily affixed stickers to homes without consent or proper verification, sparking public outrage and social media backlash.

They were part of a large number of survey personnel who did a statewide door-to-door caste enumeration exercise to identify Scheduled Caste (SC) households.

The BBMP initiated disciplinary action after the videos of confrontations between officials and residents went viral.

The suspension

The suspended officials are identified as Senthil Kumar, Revenue Collector of Ward 198 (Kengeri), Peddaraju, Revenue Collector of Ward 24, and Ramesh, Revenue Inspector of HBR Layout.

The suspension order of Ramesh said, “Mr. Ramesh, Revenue Inspector, Ward No. 24, HBR Layout Ward, HBR Layout Sub-Division, he has been assigned as the ward supervisor for the survey work, and the enumerators working under him in the work of pasting stickers from house to house have to contact the residents of the house and confirm that the survey has been done, then paste the stickers on the house and upload it through the mobile app.”

“However, on date: 27-06-2025, it has been observed that the staff engaged in the work of pasting stickers from house to house are pasting stickers without contacting the owners/residents of the concerned houses and a video shot by the public through a CCTV camera is being circulated on social media,” it added.

Enables online registration

This sticker drive is part of a state-led initiative to collect caste-based data exclusively for SCs. Officials are to affix caste survey stickers only after collecting verified data from residents.

Chief Minister Siddaramaiah had said that people can apply online if they are concerned that the survey is not happening properly.

“Is there any problem in applying online? We will do an enumeration online, or approach door-to-door and in the camps. You just have to tell your caste using any of the three means. This is related only to the scheduled Castes.”

Meanwhile, PC Mohan, Bangalore Central MP, took to X to lambast the state government.

“In 2015, the Congress government spent ₹170 Cr on a caste census in Karnataka, then blamed dogs for its flaws. Now in Bengaluru, BBMP is pasting caste stickers without collecting any data. From dogs to data-less drama, Congress’s idea of social justice is a comedy of errors.”
