Parliament adjourned amid Opposition protests.
Synopsis: The Lok Sabha and Rajya Sabha witnessed multiple adjournments as Opposition protested demanding accountability over the police violence against CJP protesters. Government introduced Public Examinations (Prevention of Unfair Means) Amedment Bill, proposing stricter punishment for those involved in paper leaks.
Both Houses of the Parliament witnessed repeated adjournments on Monday, 27 July, amid fiery protests by the Opposition demanding accountability over the excess use of force against students during the Cockroach Janta Party protests even as the government introduced a new Bill focusing on stricter punishment for examination irregularities and paper leaks.
Ahead of the Parliament session, Opposition MPs met at Congress President Mallikarjun Kharge’s residence to discuss strategy for the remaining Monsoon session, particularly in the context of the protests and the subsequent resignation of former Education Minister Dharmendra Pradhan.
Congress and TMC MPs also submitted notices seeking the suspension of business in both the Houses to discuss the police violence against protesters on July 20.
The Lok Sabha was initially adjourned until noon, shortly after proceedings commenced at around 11 in the morning amid Opposition protests, demanding Union Home Minister Amit Shah take accountability for the alleged use of pellet guns, deployment of people without uniform and other violence during the police crackdown on the protesting students.
“If lethal or semi-lethal guns are used against peaceful protests, what does it mean? This is a direct attack on democracy. HM, PM will have to take accountability. They will have to answer as to how pellet gun was used against unarmed youth. Who ordered it? Who authorised it? Home Minister will have to give a clarification,” TMC MP Sagarika Ghose , who moved the notice, said to reporters outside the Parliament.
The Opposition MPs also protested outside the Parliament demanding accountability from the Home Minister. Congress leaders Rahul Gandhi, Priyanka Gandhi, KC Venugopal, Samajwadi Party chief Akhilesh Yadav and TMC MP Mahua Moitra were among the leaders present.

When the Lok Sabha proceedings resumed at 12 pm after the brief adjournment, Union Minister Jitendra Singh introduced the Public Examinations (Prevention of Unfair Means) Amedment Bill, amid protests by Opposition MPs. The Bill proposes stricter punishment for those involved in paper leaks and exam irregularities. The Bill says that individuals involved in paper leaks or unfair means in exams will get jail terms for a minimum of 5 years and a maximum of 10 years, and a fine of up to ₹50 lakh.
For organised crimes, the Bill proposes a minimum sentence of seven years and a fine of up to ₹10 crore. It also mentions that investigation into paper leak cases are to be completed within two months.
Slamming the Bill as a “band-aid” solution, Congress MP Manish Tewari said, “We had given notice opposing this Bill because this Bill is a ‘band-aid’. If the govt were serious, it would have brought a detailed Bill to meet challenges in the education system. This is just to pacify the youth.”

LS adjourned without discussion on new Bill
Even though Speaker Om Birla allowed a six-hour extension in time to discuss the new Bill, the Opposition continued pressing for a debate on the police brutality against students, prompting the Speaker to adjourn proceedings for the day.
The Rajya Sabha also witnessed multiple disruptions after which the House proceedings were adjourned for the day.
