Synopsis: Parliament continued to witness protests by Opposition MPs over police violence against CJP protesters. The Bankers’ Books Evidence Bill and the Indian Statistical Institute Bill were introduced in the Lok Sabha while the Supreme Court (Number of Judges)Amendment Bill, 2026 was moved for passing in the House.
The Parliament continued to witness fiery protests and disruptions on the 11th day of the Monsoon session on Monday, 3 August. Both Houses have been adjourned till 2 pm amid protests by Opposition MPs, who have been demanding accountability from Union Home Minister Amit Shah over the use of pellet guns and violent force against students and youth protesting against the NEET-UG paper leak. The Opposition has also been raising the Ayodhya Ram temple donation scam issue.
Two Bills were introduced in the Lok Sabha after it resumed business at 12 pm following a brief adjournment owing to Opposition protests.
Union Finance Minister Nirmala Sitharaman introduced the Bankers’ Books Evidence Bill, which seeks to replace the Bankers’ Books Evidence Act, 1891, to modernise legal proceedings by making digital, cloud-stored financial records admissible as evidence in court while protecting bank staff from unnecessary court appearances.
The Indian Statistical Institute Bill was introduced in the House by Union Minister of State (Independent Charge) of the Ministry of Statistics and Programme Implementation, Rao Inderjit Singh. The Bill seeks to repeal the Indian Statistical Institute Act of 1959 and convert the Indian Statistical Institute (ISI) into a statutory body corporate. Students and faculty at the institute have raised concerns regarding the move, stating that converting it from a registered society to a statutory body corporate would strip the institute of its academic autonomy.
Another Bill, the Supreme Court (Number of Judges)Amendment Bill, 2026, is set to be moved for consideration and passing in the Lok Sabha. The Bill, if passed, will replace an ordinance that raised the sanctioned strength of judges in the Supreme Court from 34 to 38. It will be moved for passing by Union Law Minister Arjun Ram Meghwal. Opposition MPs Sougata Ray, N. K. Premachandran, and Dean Kuriakose are set to move a Statutory Resolution disapproving the Bill, according to the list of business in the House.
Meanwhile, Congress MP Manish Tewari had earlier on Monday submitted an adjournment motion seeking an immediate discussion in the Lok Sabha on the necessity of a new Anti-Defection Law to prevent “mass political defections driven by opportunism.”
Shortly after the lower House resumed business at 12 pm, it was again adjourned till 2 pm amid Opposition protests. The MPs also protested outside the Parliament, pressing on their demands for Amit Shah to take accountability for the police crackdown on students.
Rajya Sabha also witnessed stormy scenes and was adjourned till 2 pm after Opposition MPs protested, questioning the absence of Shah from the House amid the Opposition’s repeated demand for answers regarding the police violence. The Upper House is likely to take up the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026 for passing today.
