(from left to right) - Ravi Gupta, CV Anand and Anjani Kumar are said to be the front runners for the post of Telangana DGP.

With Telangana DGP Mahender Reddy set to retire on 31 December, the buzz about his successor is high in police circles.

UPSC rules say the state government must send it the names of five DG-rank IPS officers with 30 years of service. UPSC will approve three of the five names and send them back to the state to pick one of the officers for the DGP’s post.

There are six senior IPS officers in Telangana who fit the bill.

These are Special Protection Force (SPF) Director General Umesh Sharaf  (1989 batch),  Anti-Corruption Bureau Director General Anjani Kumar, Principal Secretary, Home Department, Ravi Gupta, and CID Director General Govind Singh (all three of the 1990 batch), and Hyderabad City Police Commissioner CV Anand and ADGP (Organisation) Rajiv Ratan (both 1991 batch),

While Sharaf is the senior-most, he would have only six months in the job as he retires in July 2023. He might not be considered as per UPSC norms. And Govind Singh retires this month-end.

Next in line are Anjani Kumar and Ravi Gupta.

But with Govind Singh’s retirement, the doors of promotion open up for CV Anand and Rajiv Ratan in the first week of December. Both currently hold the rank of ADG of Telangana Police. Following the norm, they will get the DG rank, with one getting a cadre post and the other an ex-cadre.

The Telangana government would likely be sending the names of Sharaf, Anjani Kumar, Ravi Gupta, CV Anand and Rajiv Rathan to the UPSC in the first half of December.

The bets in police circles are on either Anjani Kumar or CV Anand, as they enjoy the confidence of the powers that be. But Gupta, an expert in information technology, can also not be ruled out.
