Synopsis: Premier Energies Limited is shifting its 4 GW Solar PV TOPCON cell manufacturing line from Telangana to Naidupet in Andhra Pradesh, while keeping its module production in Telangana. The Andhra Pradesh government attracted the company by swiftly granting 269.71 acres of land near seaports, enabling Premier Energies to expand with an additional 5 GW Silicon Ingot and Wafer manufacturing facility.
Premier Energies Limited, India’s second largest fully integrated Solar Cell and Solar Module manufacturer, is shifting its four Gigawatt (GW) Solar Photovoltaic (PV) TOPCON cell manufacturing line from Telangana to Naidupeta Industrial Park in Nellore district, Andhra Pradesh. It is expected to invest around ₹1,700 crore in the state along with generating 2,000 job opportunities.
The company originally planned to establish both four GW Solar PV TOPCON Cell and four GW Solar PV TOPCON Module manufacturing facilities in Seetharampur Industrial Park in Ranga Reddy district, Telangana.
In a stock exchange filing on 3 March, Premier Energies announced that while the cell manufacturing line will relocate to Andhra Pradesh, the four GW Solar PV TOPCON Module line will proceed as planned at Seetharampur Industrial Park.
The Andhra Pradesh Industrial Infrastructure Corporation (APIIC) has granted 269.71 acres of land to the company, with 169.71 acres already allotted and an additional 100 acres receiving in-principle approval.
The new site in Andhra Pradesh will house not only the four GW Solar Cell TOPCON facility but also a five GW Silicon Ingot and Wafer manufacturing facility.
This arrangement supports the company’s backward integration strategy, ensuring a seamless supply chain for both ingot and wafer production, as well as PV cell manufacturing.
Premier Energies stated that the total land acquisition cost of ₹162.1 crores will be financed through unutilised offer proceeds previously earmarked for general corporate purposes.
The Andhra Pradesh government, actively seeking investments, reportedly recognised Premier Energies’ potential interest if offered sufficient land near seaports.
The government moved swiftly after generating the company’s interest in December last year, promptly issuing clearances and allotting land to secure investments that could create employment opportunities for the state’s youth.
Premier Energies was scouting for a large site for their upcoming integrated facility as part of its expansion plans. In accordance with its plans, ready access to a land bank and proximity to a port was essential.
At that time, Andhra Pradesh Economic Development Board (EDB) CEO Saikant Verma, soon after taking charge in October 2024, met the company officials to discuss expansion plans. EDB moved quickly to create follow-up meetings with the company officials.
The proximity to Chennai Port also made Naidupeta a good choice for the company.
Within four months after the first meeting, in February 2025, the Andhra Pradesh State Investment Promotion Committee (SIPC) approved the company’s Detailed Project Report (DPR).
An excellent case of “speed of doing business”, took away the Premier Energies expansion from Telangana to Andhra Pradesh.
