AP Cabinet clears investment proposals worth Rs 80,000 crore, approves metro rail projects

Chief Minister N Chandrababu Naidu will be leaving for Singapore on 26 July to attract investments to the state.

Cabinet approved proposals for Metro Rail projects in Visakhapatnam and Vijayawada.

Synopsis: The Cabinet cleared several projects that are likely to generate 1.5 lakh jobs in the state. The government is planning to make Andhra Pradesh the ultimate investment destination.

The Andhra Pradesh Cabinet has cleared several investment proposals with about ₹80,000 crore, which could generate 1.5 lakh jobs.

Briefing the media after the e-Cabinet meeting, Information and Public Relations Minister K Parthsarathy said the government aimed to make Andhra Pradesh the ultimate destination for investors by formulating policies and approving investment proposals.

He also said that Chief Minister N Chandrababu Naidu would leaving for Singapore on Saturday, 26 July, to get investments for Andhra Pradesh.

Key decisions:

* The Cabinet approved the Vijayawada Metro Rail Project Phase-I, comprising two corridors, with an estimated cost of ₹10,118 crore under a 50:50 joint venture equity funding model. It also approved initiating the tendering process for 40% of the project cost and issuing a Notice to Proceed (NTP), subject to approval from the Ministry of Housing and Urban Affairs.

*The Cabinet approved a proposal to invite tenders for works related to 40 percent expenditure for the first phase works of a metro rail project to be undertaken on a 50-50 joint venture basis with an estimated cost of ₹11,498 crore in Visakhapatnam.

* The Cabinet approved the SIPB recommendations from 17.07.2025 to provide incentives to M/s ITC Hotels Ltd., Kolkata, for developing a 5-star luxury hotel in Visakhapatnam.

* The Cabinet approved the SIPB recommendations from 17.07.2025 to provide incentives to M/s Lansom Leisures & Entertainment LLP, Hyderabad, for developing a 5-star hotel at AMTZ, Visakhapatnam.

* The Cabinet approved the SIPB recommendations from 17.07.2025 to provide incentives to M/s Startern Hotels LLP, Bengaluru, for developing a 5-star hotel in Tirupati.

* Approval of the Andhra Pradesh Electronics Components Manufacturing Policy 4.0 (2025-30). This policy aims to accelerate business growth, attract large-scale domestic and global investments, and stimulate the electronics components ecosystem. Companies investing in Andhra Pradesh will benefit from advanced incentives, matching incentives, interim support measures, and plug-and-play manufacturing facilities in specialised clusters.

Mega projects will also receive tailored incentives and concessions. Significant job creation is expected in areas like Sri City (near Tirupati), Orvakal (near Kurnool), Kopparthi, and Hindupur. The Cabinet hopes to get up to USD 100 to 150 billion in investments in this sector.

* The Cabinet approved the allocation of 0.45 acres of land to M/s Phenom People Pvt. Ltd. in the Non-SEZ zone of Madhurawada, Rushikonda, Visakhapatnam, for an IT park. Besides, incentives under the AP IT & GCC Policy 4.0 (2024-29) were approved for a ₹207.5 crore project expected to create 2,500 jobs. The Cabinet also approved the allocation of 4 acres (Plot Nos. 15B and 15C, Hill No. 4, and Plot No. C1A, Hill No. 2, Non-SEZ) in Madhurawada at ₹4.05 crore per acre. The company must commence operations within 12 months and create 1,250 jobs in two years, and an additional 1,250 jobs in the subsequent two years across two campuses. This investment exceeds the minimum eligibility criteria of the AP IT & GCC Policy 4.0, fostering a robust IT ecosystem and attracting talent, allied industries, and infrastructure development.

* The Cabinet approved the allocation of 3.6 acres at IT Hill No. 3, Madhurawada, Visakhapatnam, at ₹1 crore per acre, and 50 acres at Paradesipalem at ₹50 lakh per acre to M/s Sify Infinit Spaces Ltd. through APIIC. This is expected to attract ₹16,466 crore in investments and create 600 jobs, positioning Visakhapatnam as a key data hub and enhancing capabilities in cloud computing, data storage, and digital services.

* The Cabinet approved the allocation of 30 acres at IT Hill No. 4, Madhurawada, Visakhapatnam (Plot Nos. UDL1, UDL2, UDL3) to M/s Satva Developers Pvt. Ltd. through APIIC at a subsidized rate of ₹1.50 crore per acre. Incentives under the AP IT & GCC Policy 4.0 (2024-25) were approved for a proposed ₹1,500 crore investment, expected to create 25,000 jobs.

* The Cabinet approved the allocation of 2.5 acres at Plot No. 6, IT Hill No. 3, and 7.79 acres at Plot No. UDL 6, IT Hill No. 4, Madhurawada, Visakhapatnam, to M/s ANSR Global Corporation Pvt. Ltd. The project, considered under the IT Infrastructure Developer category of the AP IT & GCC Policy 4.0 (2024-29), involves a proposed ₹1,000 crore investment to create 10,000 jobs, with incentives approved as per CCITEI and SIPB recommendations.

* The Cabinet approved the allocation of 30 acres in Yendada village, Visakhapatnam (behind Panorama Hills) to M/s BVM Energy and Residency Pvt. Ltd. through APIIC at ₹1.5 crore per acre. The project, under the IT Infrastructure Developer category of the AP IT & GCC Policy 4.0 (2024-25), involves a proposed ₹1,250 crore investment to create 15,000 jobs, with incentives approved as per CCITEI and SIPB recommendations.

*The Cabinet approved the acceptance of a ₹5,526.18 crore subscription amount for the second tranche of bonds for 2025-26 by APMDC, bidding at a 9.3% coupon rate, allocating bonds to bondholders, and executing related transaction documents.

* The Cabinet approved authorising the Chairman & Managing Director of APTRANSCO, Vijayawada, to undertake activities for implementing the Battery Energy Storage System (BESS) project under the Power Sector Development Fund (PSDF).

* The Cabinet approved the request of M/s JSW Neo Energy Ltd. to establish a 400 MW solar power project in Sunnapurallapalle and other villages, Jammalamadugu Mandal, YSR Kadapa district, instead of Mudigubba Mandal, Sri Sathya Sai district, as part of the approved 1,050 MW solar power project.

* The Cabinet approved revised operational guidelines for HDBRG tobacco collection, farmer scheduling, quantity limits, center expansion, and logistics:

  • Limiting each farmer to 20 quintals.
  • Scheduling farmers with 1 to 20 quintals from lowest to highest quantity from 14.07.2025, replacing the first-come, first-served method.
  • Continuing scheduling for farmers already scheduled until 12.07.2025.
  • Scheduling farmers with over 20 quintals at a 20-quintal limit.
  • Opening additional collection centers as per DLPC decisions.
  • Increasing APSWC storage capacity to manage excess produce, ensuring uninterrupted collection.
  • Adding transportation costs to production costs to avoid burdening farmers.
