Former CID ADGP PV Sunil Kumar IPS suspended for unauthorised foreign trips

Synopsis: PV Sunil Kumar, former ADGP of Andhra Pradesh CID, has been suspended for unauthorized foreign trips. He visited Sweden, USA, UAE, and the UK without prior permission, violating the All India Services (Conduct) Rules. The suspension also cited his failure to seek approval for leaving Vijayawada while receiving a subsistence allowance, breaching government directives.

In a significant development, PV Sunil Kumar, the former Additional Director General of Police (ADGP) of the Criminal Investigation Department (CID) in Andhra Pradesh, has been suspended for making unauthorized foreign trips.

According to the official order, Sunil Kumar visited several countries, including Sweden, the USA, UAE, and the UK, without seeking prior permission or deviating from the directives given by the state government.

Government criticises officer 

The government cited his violation of the All India Services (Conduct) Rules of 1968 as the primary reason for his suspension. Sunil Kumar, who was receiving a subsistence allowance, was also prohibited from leaving Vijayawada without explicit approval.

The suspension is a consequence of his actions that have raised concerns about non-compliance with the established rules governing the conduct of civil servants. 

The state government has taken this step to uphold accountability and ensure adherence to official protocols.

What the order says

The suspension follows an investigation into his unauthorised visits abroad, which raised serious concerns due to his position’s access to sensitive operational information and intelligence. According to government sources, Sunil Kumar violated the All India Services (Conduct) Rules, 1968, and failed to seek prior approval for his travels.

Under the All India Services (Leave) Rules of 1955, state governments are responsible for sanctioning leave for foreign trips of civil servants. However, Sunil Kumar did not comply with these regulations, making his actions incompatible with the disciplined nature of the police force.

The government has deemed that there is prima facie evidence of gross negligence and misconduct on Sunil Kumar’s part, especially in regard to the national security implications of his unapproved travel. As a result, disciplinary proceedings are now being considered.

For the duration of his suspension, Sunil Kumar will remain in Vijayawada, with explicit instructions not to leave without prior permission from the government.
