In an effort to convert investment promises into on-ground reality, Andhra Pradesh Chief Minister N Chandrababu Naidu has directed officials to ensure that every MoU signed at the recent CII Partnership Summit moves from paper to project site within 45 days.
Chairing the 13th meeting of the State Investment Promotion Board (SIPB) at the Secretariat on Thursday, 4 December, Naidu reviewed the status of all agreements signed during the Visakhapatnam summit and expressed satisfaction that more than 50 percent of them have already entered the approval stage.
The SIPB cleared fresh proposals worth Rs 20,444 crore, promising over 56,000 jobs across sectors. Six companies that inked MoUs at the summit also received clearances.
Naidu said Andhra Pradesh has restored “investor confidence” through an administration which is anchored in speed, transparency and facilitation.
“Companies are choosing Andhra because of the ‘speed of doing business’. We are ensuring water, electricity, land and every single clearance they need. Earlier disruptions damaged confidence, even with countries like Singapore. But we have rebuilt Andhra’s image, and the summit’s overwhelming response is proof,” he said.
Underlining the government’s fast-paced execution model, Naidu revealed that projects worth Rs 7.69 lakh crore had already moved into implementation within just 20 days of the Vizag Partnership Conference. Districts have been identified and land allocations initiated. He instructed officials to complete registration of all remaining MoUs and ensure that every project is grounded within 45 days.
“We must lay foundation stones for 75 MSME parks before the World Economic Forum Summit in Davos. The Chief Secretary should monitor grounding every week. I will personally review SIPB decisions and MoU progress. Collectors must track implementation on the ground. Prepare a comprehensive policy for grounding industries and place it before the Cabinet,” he said.
He called for a robust monitoring mechanism involving the CM, a Cabinet Sub-Committee, the Chief Secretary, ministers and senior officials. Land acquisition, he stressed, must be seamless and satisfactory for both givers and receivers.
Emphasising Andhra’s transition toward a knowledge-driven economy, Naidu directed departments to strengthen their use of technology and create a highly skilled workforce. He announced plans to set up a Logistics University, Civil Aviation University and Green Energy University.
An advisory body for Quantum Valley will mentor startups with venture capital support, while the Ratan Tata Innovation Hub will guide emerging entrepreneurs. Naidu proposed allocating the six towers of Quantum Valley with a balanced focus—two for quantum algorithms, two for artificial intelligence, and two for other deep-tech verticals.

Technologies and their use cases, he said, must “reach every household”, ensuring that innovation translates into real-time benefits for citizens.
Calling for aggressive promotion of tourism, Naidu asked officials to attract national and international hospitality brands. 50 acres have already been earmarked at Kapuluppada in Visakhapatnam for hotels and convention centres. A master plan is being prepared and incentives will be tailor-made based on project size. An escrow-based mechanism will be used for incentive disbursal.
Naidu said Andhra Pradesh should emulate global sovereign funds such as those in the UAE and Dubai. He announced the creation of a Rs 500 crore state sovereign fund to support early-bird incentives and strategic investments.
He projected the livestock sector to reach Rs 8 lakh crore and said guidelines will soon be issued. He suggested utilising DWCRA groups to produce cattle fodder under NREGA support. Nine districts will be developed as horticulture hubs. With the Centre allocating Rs 40,000 crore under the Purvodaya scheme, Andhra must position itself to attract high-value investments. Strengthening road, rail, air and water connectivity, he said, will be vital for horticulture exports.
Speaking at the meeting, IT and Industries Minister Nara Lokesh stressed that approvals should only be granted after thorough scrutiny of each company, even as the government ensures there are no bottlenecks. He stressed strict adherence to the Speed of Doing Business (SoDB) policy to ensure that neither government nor investors lose time.
The cumulative investment approved in 13 SIPB meetings has now reached Rs 8.29 lakh crore, with a job potential of 7.62 lakh. The latest approvals include:
