Andhra CM goes for ₹1.29 lakh crore ‘vote on account’ budget through ordinance for four months

The vote on account budget presented by the previous YSRC government was for ₹1.08 lakh crore for four months till 31 July.

Andhra Pradesh Governor Abdul Nazeer on Wednesday, 31 July, promulgated an ordinance for “vote on account” budget for ₹1.29 lakh crore for four months from 1 August to 30 November, 2024.

The ordinance – Andhra Pradesh Appropriation (Vote on Account) Ordinance, 2024 – authorises the state government to withdraw the specified sum of money from the consolidated fund of Andhra Pradesh for the “services of a part of the financial year” which commenced on 1 April 2024.

The ordinance was issued since the budget estimate (vote on account) presented and approved in the state legislature in February 2024 was for incurring an expenditure for the first four months of the financial year from 1 April to 31 July 2024.

The vote on account budget presented in the Assembly in February by the previous YSRC government was for ₹1.08 lakh crore for four months till 31 July.

The ordinance issued on Wednesday night stated that in February, the vote on account budget was presented due to general elections, 2024. The present ordinance was issued since the state legislature is not in session.

The official reason given in the ordinance for presetting the vote-on-account budget for the next four months is because the finance department was finalising the liabilities and resources in coordination with revenue earning departments as the new government took over recently.
