Andhra cabinet clears Quantum Valley project in Amaravati to promote quantum computing and AI

At its 25th paperless e-Cabinet meeting, held on the NDA government’s first anniversary, ministers congratulated CM Naidu and lauded Deputy CM Pawan Kalyan and Minister Nara Lokesh for their contributions

AP cabinet clears Quantum Valley project in Amaravati

Synopsis: In line with India’s National Quantum Mission, the Andhra Pradesh e-cabinet approved the creation of a Quantum Valley in Amaravati on 4 June. Chaired by CM N Chandrababu Naidu, the initiative aims to boost research in quantum computing, AI, and cybersecurity through global collaborations, attracting top talent and investment, said Minister K Parthasarathi

The Andhra Pradesh e-cabinet which met at state secretariat at Velagapudi in Amaravati on Wednesday, 4 June, cleared the proposal for the creation of a Quantum Valley in Amaravati, in tune with India’s National Quantum Mission.

The e cabinet which met under Chief Minister N Chandrababu Naidu in the chair, felt that the project will promote research in quantum computing, artificial intelligence, and cybersecurity by collaborating with leading institutions including IIT Madras, TCS, and IBM.

The aim is to attract global researchers and international investments, positioning Andhra Pradesh as a national hub for quantum technology, according to Information and Public Relations Minister K Parthasarathi who briefed media on the decisions taken at the cabinet.

The e-cabinet also cleared AP Capital Region Development Authority (APCRDA)’s allotment of 50 acres of land for the Quantum Valley, with a detailed project report already submitted. IBM will establish its “156-qubit Quantum System 2” in the state, while TCS will contribute to software development and L&T will support the development of the Quantum Valley Tech Park.

The mission will drive cutting-edge research in cybersecurity, drug discovery, material science, and high-performance computing. A Quantum Summit is planned for June 2025 to decide on the road map with with international experts.

The 25th e-Cabinet, which met on the first anniversary of the NDA government in the state, congratulated Chief Minister Naidu for successfully conducting 25 paperless e-Cabinet meetings. The ministers also commended Deputy Chief Minister Konidela Pawan Kalyan and Minister for IT and Human Resources Development Shri Nara Lokesh for their contributions to the state’s development.

Several proposals approved 

The e-cabinet granted approval for several proposals to bolster industrial growth and infrastructure development.

Flatted Factory Complex at JETCITY: The Industries and Infrastructure Department’s proposal to complete the Flatted Factory Complex at JETCITY in Vemavaram village, NTR District, was approved. A flatted factory is a multi-story industrial building designed to house multiple businesses, each occupying individual units within the structure.

These buildings are equipped with goods lifts and are used for activities like manufacturing, assembly, and storage. The term “flatted” refers smaller, separate units, similar to apartments in a residential building.

The Andhra Pradesh Economic Cities Promotion & Development Corporation Limited (APEDCO) will be allotted 10.12 acres of land, with exemptions from stamp duty and registration fees under the Indian Stamp Act and Registration Act. The Cabinet also authorised ₹20.39 crore for bill payments under the state’s development plan and permitted an MoU between APEDCO and APIIC to complete remaining tower construction and allocate spaces per APIIC norms.

MSME Parks Development: Under the ambitious “One Family, One Entrepreneur” policy, the Industries and Commerce Department’s proposes to establish 175 MSME parks—one in each of the state’s 175 Assembly constituencies—was approved, aiming to foster entrepreneurship and economic growth.

Other key decisions 

Panchayat Raj and Rural Development: The e-Cabinet approved a one-time settlement of ₹575.75 lakh for safe drinking water supply through RO plants under the NTR Sujala Scheme in Srikakulam district’s Uddanam region and tribal areas, benefiting 2.42 lakh people across 341 habitations in seven mandals, including Palasa, Vajrapukotturu, and Seethampeta. Additionally, ₹822.86 lakh was approved for 15 water treatment plants in four mandals of Chittoor district’s Kuppam constituency, ensuring clean drinking water for 2.85 lakh people in 533 habitations.

Home Department: In pursuance of the Supreme Court directives (SLP Criminal No. 529/2021), the e-Cabinet approved special remission for 17 life convicts. Eligible convicts include those who have served seven years or more of the 14 years sentence given to them as life imprisonment. Released convicts must report to probation officers and police stations every three months, with remission subject to cancellation for any subsequent offences.

The e-cabinet also approved the promotion of 248 constables to head constables in the Andhra Pradesh Special Police Force (APSPF), alongside a reduction of 248 constable posts.

Revenue (Lands): The e-Cabinet approved the transfer of 94.497 cents of government land in Pinnamareddy Palli and Nugondapalli villages, Agiripalli mandal, Eluru district, to the Home Department for establishing the Andhra Pradesh Police Academy, subject to obtaining a No Objection Certificate from local authorities.

Revenue (R&S): The Cabinet exempted stamp duty and registration fees for the transfer of 10.88 acres of land in Vanguru village, Pedavegi mandal, Eluru district, donated by former IAS officer Asaraneni Damayanti for the establishment of the Hyderabad Eye Institute, saving ₹10.54 lakh in transfer duties.

Labour, Factories, Boilers, and Insurance Medical Services (LFB & IMS): To reduce regulatory burdens on industries, the Cabinet approved amendments to sections 54, 55, 56, 59, 64, 65, and 66 of the Factories Act, 1948, through the Andhra Pradesh Factories Amendment Bill, 2025. This will enable women to work night shifts with provisions for safety and transportation.

Youth Advancement, Tourism, and Culture (YAT&C): The e-Cabinet ratified administrative approvals for the modernisation of Haritha Hotel Yatrinivas in Visakhapatnam.

Health, Medical, and Family Welfare: The e-Cabinet approved preparations for International Yoga Day on 21 June, 2025, under the “Yoga for One Earth, One Health” theme, aiming to set a world record with nearly 2 crore participants across the state. The main event in Visakhapatnam, expected to be attended by Prime Minister Narendra Modi, aims to surpass the 2023 Guinness World Record set in Surat with 1.53 lakh participants. The event will extend from RK Beach to Bheemunipatnam, with up to 5 lakh participants along the coast from Bheemunipatnam to Srikakulam, as directed by the chief minister.
