Andhra cabinet clears 1,200 acres in Krishna district for Adani Solar, among other proposals

They included repealing outdated laws, advancing technological innovations, and enhancing public services.

Synopsis: At its cabinet meeting on 21 August, the Andhra Pradesh government approved major proposals, including a 250 MW Adani solar project, repeal of the NALA Act, installation of India’s first IBM Quantum Computer, a circular economy policy, and welfare measures. It also cleared land allotments, airport projects, tourism policy amendments, and appointed tennis player Saketh Myneni as Deputy Collector.

The Andhra Pradesh cabinet meeting which took place at the state secretariat in Amaravati on Thursday, 21 August, with Chief Minister N. Chandrababu Naidu in the chair, cleared several proposals related to ease of doing business, infrastructure acceleration, and social welfare.

They included repealing outdated laws, advancing technological innovations, and enhancing public services.

The major decisions include approval to allot 1,200.05 acres of government land in Vaddiral and Dodiyam villages of Mylavaram Mandal to M/s Adani Solar Energy AP Eight Private Limited through the Andhra Pradesh Solar Power Corporation Private Limited for establishing a 250 MW solar power project on a 33-year lease basis.

The lease amount for the pre-acquired lands is set at 10 percent of the market value of ₹3.00 lakh for lands in Dodiyam (V) and ₹6.25 lakh for lands in Vaddiral, for a period of 33 years, with a 10 percent increase on the lease rent every five years.

Repeal of NALA Act

The Cabinet approved a draft bill to repeal the Andhra Pradesh Agricultural Land (Conversion for Non-Agricultural Purposes) Act, 2006, commonly known as the NALA Act.

This move is intended to simplify regulatory processes. The existing conversion procedure under the 2006 Act has been deemed cumbersome and laden with unnecessary bureaucratic complexities, hindering efficient land use for industrial and urban development.

The repeal aims to eliminate overlapping regulations, fostering a more citizen-centric approach. It will streamline land conversion under existing frameworks, preventing regulatory bottlenecks while ensuring sustainable development.

The decision is expected to boost investments by reducing procedural delays, enabling faster project approvals, and supporting economic diversification. Officials noted that current administrative mechanisms and other prevailing laws will adequately manage land conversions, making the Act redundant. The bill will be introduced in the upcoming legislative session, marking an important step towards deregulation and growth-oriented governance.

IBM Quantum Computer in Amaravati

The Cabinet approved the proposal to install an IBM Quantum Computer at the Amaravati Quantum Computing Center (AQCC) based on an Expression of Interest (EOI). This positions Andhra Pradesh as the first state in India to host a physical quantum computer, heralding a new era in advanced technology.

It is expected to enhance R&D ecosystems and will integrate with existing digital infrastructure, driving exponential advancements in problem-solving for complex challenges. The setup is expected to revolutionize sectors like drug discovery, agriculture, materials science, artificial intelligence, and cybersecurity by enabling unprecedented computational capabilities.

Universities and research institutions will collaborate with global partners for cutting-edge research, while startups, industries, and young talent will gain access to innovative opportunities.

Andhra Pradesh Circular Economy and Waste Recycling Policy

The Cabinet endorsed the Andhra Pradesh Circular Economy and Waste Recycling Policy (4.0) for 2025-30, a comprehensive framework to address escalating industrial waste challenges, sustainability needs, and economic opportunities from circular models.

The policy emphasizes the need to ensure “waste to wealth” creation, featuring unique elements like a two-tier infrastructure model, industrial symbiosis, a dedicated task force, and an interactive economic dashboard.

It will promote large-scale MSME establishments for waste-to-wealth initiatives, reducing environmental impact while generating employment and revenue.

Appointment of Saketh Sai Myneni as Dy Collector

The Cabinet approved amending Section 4 of the Andhra Pradesh (Regulation of Appointments to Public Services and Rationalisation of Staff Pattern and Pay Structure) Act, 1994, to appoint international tennis player Saketh Sai Myneni as Deputy Collector (Group-I Services) under the sports quota.

A bill will be introduced in the Andhra Pradesh Legislative Assembly to facilitate this.

Other proposals

The Cabinet also approved several other proposals. These include:

  • Amendment to the AP Tourism Land Allotment Policy 2024-29, including eligibility criteria, land bank notifications, project evaluations, and implementation timelines. Applicants must have at least 50 percent net worth of project cost; parent companies need 76 percent shareholding; consortia limited to three members with lead holding 51 percent.
  • Renaming the Official Language Commission to “Mandali Venkata Krishnarao Official Language Commission” in honor of its founder’s contributions to Telugu promotion, as announced by Chief Minister N. Chandrababu Naidu on 4 August, 2025.
  • Leasing 2,954 sq. yards of municipal land in Guntur to Telugu Desam Party office for 33 years (extendable to 99) at ₹1,000 per acre annually, per 2016 G.O.
  • Ratifying subcommittee recommendations for land allotments in CRDA area per 2017 regulations; additional 100 acres each to SRM and VIT universities for expansion.
  • Empowering tender committee to fix basic prices for IMFL, beer, wine, ready to drink, and foreign liquor brands via e-procurement, ensuring competitive MRPs.
  • Resolution to repeal the Manual Scavengers and Dry Latrines Act, 1993, promoting rehabilitation and conversion to sanitary facilities.
  • Approving Request for Proposal for PPP concessionaire, land acquisition via HUDCO loan, and external infrastructure for Greenfield airport in Kuppam, Chittoor. Kuppam is the home constituency of Chief Minister N. Chandrababu Naidu. Similar approvals for Greenfield airport in Dagadarthi, Nellore.
  • Upgrading 30-bed CHC in Naravaripalli to 50-bed with 18 additional posts, serving 56,000 people. Naravaripalli is the native village of the Chief Minister.
  • Ratifying G.O. for gratuity: ₹ 1 lakh for Anganwadi workers, ₹40,000 for helpers upon retirement at 62 years.
